There´s a known bug where your browser prevents you from uploading art, the only browser I know that has this bug is IE so if you are using that one then I suggest you get one of the two confirmed-to-work browsers - Firefox and Google Chrome (FF is recommended). If you are using some browser other than IE, FF or GC then you can try FF or GC anyway as, like I said, they are the only confirmed ones.
If you however are using FF or GC already then I don´t know what is wrong, so in that case make a detailed post in the Where is/How to forum, where you include information such as webbrowser, OS (XP, vista, linux etc.) and whatever you find relevant (also make your headline more specific than "help").
